Manager / Senior Manager of Environmental Operations
(Southern California, Arizona, New Mexico)
Position Summary:
BNSF’s Manager of Environmental Operations will oversee field compliance with federal, state and local environmental regulations and BNSF policy, for our facilities and infrastructure in Southern California, Arizona, and New Mexico.
Candidates with extensive programmatic leadership experience in either stormwater quality or waste management may meet additional qualifications for a network-wide Senior Manager role in one of these program areas.
The position requires the ability to effectively engage with various internal operations teams and external regulatory agencies across BNSF’s network to identify and mitigate environmental risk.
Please note: This role requires in-person attendance and fieldwork/travel throughout the designated territory, and is not eligible for remote work.
Key Accountabilities:
- Serve as the primary contact for all environmental compliance permits, regulations, projects, and other compliance needs in the states that are assigned.
- Direct and manage environmental requirements in all areas of environmental compliance such as waste management, spill prevention control and countermeasures, storm water management, and air quality.
- Actively participate in system wide discussions on environmental compliance issues, environmental strategy, and implementation of the Environmental Management System.
- Maintain technical skills and knowledge in areas of environmental compliance.
- Coordinate, train, and communicate environmental requirements with other departments as required.
- Manage and communicate with federal, state and local pollution control agencies and serve as the BNSF liaison.
- Proactively identify changing environmental regulation and legislation and associated requirements.
- Identify and attend necessary hearings, public meetings and environmental functions, as directed, which involve BNSF.
- Engage with Environmental Legal as required.
- Responsible for safety compliance on environmental projects.
- Track environmental compliance data using BNSF’s Environmental Management Information System (EHS-STAR).
- Provide guidance and review of site health and safety plans.
- Provide oversight of work for efficient and effective performance by environmental contractors and consultants.
- Frequently travel within assigned territory, some on short notice.
- Respond to and mitigate hazardous material release incidents.
- Manage project budgets, work orders, and invoices
Additional Accountabilities for a Senior Manager:
- Provide technical subject matter expertise and lead network-wide implementation of BNSF stormwater management or waste management programs, including Federal and State regulatory reform efforts.
- Conducts inspections, provides training, and ensures best management practices are followed to maintain compliance with environmental rules and regulations such as the Clean Water Act (CWA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), Emergency Planning and Right-To-Know (EPCRA), and the Solid Waste Disposal Act (SWDA).
- Manage fixed facility spill response and assist with other environmental incidents, including disposal of hazardous and non-hazardous waste.
- Provide on scene environmental support and supervision in cases of incidents, derailments and other incidents involving releases or threatened releases of hazardous materials.
- Manages operation of wastewater treatment facilities and wastewater discharge monitoring and compliance.

Basic Qualifications:
- Bachelor of Science in environmental, science, engineering, or other related discipline required. Master’s Degree preferred.
- Manager Role: Minimum of 5 to 7 years of environmental experience with railroad, other transportation, or heavy industry.
- Senior Manager Role: Minimum of 7 to 10 years of environmental experience with railroad, other transportation, or heavy industry.
- Professional certification (e.g., Professional Engineer, Professional Geologist, etc.) is desirable.
- Must have strong knowledge of federal, state and local environmental regulations and understanding of how regulations potentially impact BNSF operations, including:
- Stormwater Management
- Wastewater Management and Drinking Water Quality
- Tier II Chemical Inventory Reporting
- Spill Prevention Control and Countermeasure (SPCC) Plans, including limited spill response and mitigation
- Solid, Special Waste and Hazardous Waste Management
- Asbestos and Regulations
- Air Quality Regulations
- Strong organizational, management, and communication skills to deal with complex issues and heavy workload.
- Have the ability to work in a team environment on complex projects is required.
- Must be able to work independently and willing to travel and work nights, weekends, and holidays, as necessary.
