Salary Range: $90,300 - $103,400

DUTIES/RESPONSIBILITIES:
Rules Development & Compliance
- Lead development of operational rules for BNSF Police
- Ensure policies, procedures and practices are in compliance with rules and standards to meet CALEA (Commission on Accreditation for Law Enforcement Agencies) accreditation requirements.
- Identify and address legal and operational risks through proactive rule adjustments
Legal & Policy Oversight
- Conduct Lexipol reviews and state required rules for law enforcement for legal updates across 28 states.
- Monitor and integrate upcoming laws and legal changes into department rules.
- Conduct audits to ensure adherence to policies and recommend corrective actions. Yearly audits for all CALEA standards are required to provide proofs of compliance with the standards.
Training & Academy Management
- Manage and coordinate the BNSF Police Academy.
- Provide input on training needs to support both new and existing rules.
- Collaborate with training unit to incorporate updated policies into officer education programs
Stakeholder Coordination
- Act as liaison between legal counsel, command staff and operational units for consistent policy interpretation.
BASIC QUALIFICATION:
- High School diploma or GED.
- 3+ years’ experience in rule development within the law enforcement profession.
- Experience in implementing rule/policy management software.
- Experience writing rules for law enforcement agencies.
- Strong knowledge of law enforcement procedures, regulations, and legal requirements.
- Familiarity with police accreditation (CALEA) process.
- Experience in technical writing and/or project management.
- Must be proficient in the use of computer systems for creating reports and databases, including a working knowledge of Microsoft Office and SharePoint.
- Must be able to meet any government or company training and retention standards.
- Must have ability to obtain a valid driver’s license.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree
- Public law enforcement experience.
- Railroad experience and a working knowledge of rail operations.
